Regency & Co. is a London and South East England property developer and investment company specialising in Build-to-Rent and strategic land. We originate, structure and deliver residential and mixed use development opportunities from early stage land acquisition through planning and construction, with a focus on long term income holds.
The business was founded on the strength of a substantial private rental portfolio — built property by property over four decades across East London. That foundation gives us something most developers lack; a genuine, long-term landlord’s perspective on what makes a rental asset perform.
Today, Regency & Co. brings together that ownership depth with a focused development capability — combining Mark Swan’s 40 years of property investment experience, Billy Swan’s origination and acquisitions expertise, and Harry Long’s decade of portfolio and investment management into a disciplined, founder-led company.
Four Decades in Property
Founded by Mark Swan in the early 1980s, Mark began building a private rental portfolio across the East End of London – acquiring, renovating and managing Victorian terrace houses that formed the foundation of the group’s substantial portfolio
Expansion into development with the purchase and completion of a number of different projects across London and the South East helped build and grow the in-house building and project management capabilities of the group
Regency & Co. established as a development and investment focused company with an active pipeline of 500+ units across five live projects

Three founders with complementary expertise across acquisition, investment and asset management — united by a shared focus on long-term value creation in the London and South East.
Mark brings over 40 years of experience in property investment, development and management across London and the South East. Founder of multiple property companies with a diversified portfolio spanning residential and commercial assets.
His long-standing relationships with local authorities, private investors and operators provide the group with deep strategic and commercial grounding. The group portfolio is the direct result of four decades of disciplined acquisition and asset management under Mark’s leadership.
Billy leads all land and site acquisition activity for Regency & Co. Prior to co-founding the business, he spent four years at Aitch Group — one of East London’s most active private developers — working across large-scale residential and commercial schemes. He brings hands-on expertise across site origination, planning strategy, viability appraisal and capital structuring. His direct market relationships and agent network give the group consistent early access to off-market and lightly-marketed opportunities across London and the South East.
Harry oversees financial structuring, investor relationships and asset management across the group’s portfolio. With over a decade in property — progressing from trainee manager to Senior Portfolio & Investment Strategist — he brings deep hands-on experience in portfolio performance, capital deployment and long-term income management.
Harry is the primary point of contact for investors and manages all aspects of the group’s capital relationships, from initial structuring through to long-term asset management and performance reporting.
